Bhutan maintains a stringent policy along with comprehensive rules to oversee the operation of hotels. The government has decreed that only hotels rated three stars or higher are eligible to accommodate tariff-paying visitors. Two-star establishments that have yet to reach the three-star benchmark have been granted a year to make necessary improvements. A recent assessment of hotels was conducted by a collaborative team from the Bhutan Chamber of Commerce and Industry (BCCI), the Tourism Council of Bhutan (TCB), the Hotels Association of Bhutan, and Dr. Raffling, an external consultant from Australia. TCB reported that the evaluation standards were based on global best practices, adapted to Bhutan's unique requirements, emphasizing traditional aesthetics and sustainability initiatives.
